The document is too complex. Banks tend to stick to simple, everyday notarizations like acknowledging a signature. If your document involves something like a healthcare directive, a deed, or a power of attorney, especially one with multiple signatures or witnesses, then many bank notaries will decline. They don't want the liability.
They don't notarize certain document types. Some banks have a strict list of what they will and won't touch. Wills, for example, are commonly refused. So are documents that require an oath or an affidavit sworn under penalty of perjury. They'd rather say no than risk making an error.
